change within local weather would be within the natural variability of climate if the hail cannons <br />were not in operation and thus no conclusions could be drawn on the efficacy of hail cannons. <br />2. Approving the permit with terms and conditions that require data collection and analysis will help to <br />resolve some of the concerns of some of the project opponents. An investigation into creative <br />solutions for the larger water supply issues in the San Luis Valley is warranted, but not a part of this <br />weather modification permit. <br />3. Public meeting testimony claimed that the hail cannon operations are affecting local weather by <br />inhibiting rain and hail processes. Because of the absence of scientific data to substantiate these <br />claims, Southern Colorado Farms and the CWCB will continue to develop data collection to <br />determine the "extra areas effects" of hail cannons. <br />a. Due to funding constraints, this analysis will not focus on proving or disapproving the <br />efficacy of hail cannons, but rather focus on collecting rain and hail data upwind, downwind, <br />and in the target area in an attempt to make physical measurements and observations (rain <br />gages, hail pads, video, photographs, etc.). <br />b. Rainfall and hail data collection should not become too financially burdensome to either the <br />CWCB or Southern Colorado Farms but should be carried out professionally. <br />c. Community Collaborative Rain Hail and Snow Network (CoCoRaHS) Program rain gages are <br />a cost effective means to assist in data collection. Previous efforts to develop CoCoRaHS <br />observers outside of the Southern Colorado Farms we unsuccessful so the CWCB and SCF <br />will work to automate these rain and hail measurements to lessen the burden to SCF and to <br />create one common platform for observations to aid in drawing conclusions. This will be <br />more fully described in the permit. <br />d. Citizens from the hearing were interested in assisting with the hail cannon data collection. The <br />CWCB and SCF will work to develop a low cost effort to collect rain and hail data outside of <br />the target area. <br />4. Southern Colorado Farms will be required to GPS the coordinates of the hail cannons. In addition, <br />Southern Colorado Farms is required to develop an archive of photographs and at least one video <br />taping of hail cannons in operation during a hail event in the target area. <br />5. The Permit is limited to specifically targeting hailstorms directly upwind of the target area. Storms <br />that are likely to create small rain and not hail should be allowed to run their natural course. <br />6. The Permit shall be for the period from June 15, 2011 through September 15, 2011 with conditional <br />approval given for future years' operations for the four month period of June 15 through September <br />15 in the years 2012, 2013, 2014, 2015. The Permit will automatically expire on September 15, <br />2015. <br />7. Southern Colorado Farms must maintain a high level of coordination with state agencies, local <br />governments, and private entities listed in this Record of Decision and under the terms and conditions <br />of the. Permit regarding operations and research of the project. <br />8. The project is a commercial project and should be assessed the 2% commercial fee. The collected <br />fees will be earmarked for the data collection of the Southern Colorado Farms hail cannon operations. <br />11 <br />
