Step 7 — Integrate resources and modify forecasts <br /> This step has not been started, although it is well underway in that the cost benefit analyses are complete. <br /> Step 8 — Develop implementation plan <br /> This step has not been started, although developing a budget for implementation has put the groundwork in <br /> place for the implementation plan. <br /> WM and the Entities believe that the intent of the guidelines is for the emphasis in planning to be spent on <br /> evaluating existing measures and their likely savings to date, and developing meaningful and tailored <br /> conservation measures and programs for the future. The Entities are fortunate in having leadership over time <br /> who has kept informative records. Further, all Entities have the ability to promulgate new ordinances which in <br /> our opinion will have the greatest impact on the Entities' eventual water savings. Finally, each of the Entities has <br /> a compelling reason to conserve. We have used Bouvette's (SWSI Conservation Levels Analysis, May 2010) <br /> concept of building on a foundation of leak detection, conservation encouraging rates, metering and tracking as <br /> our starting point in building a Conservation Plan that will carry the Entities into the next decade. From our work <br /> so far, it is evident that the key building blocks of this foundation are in place. Our Plan will take advantage of <br /> that platform and recommend meaningful additions. <br /> The 75% report will be submitted in mid -May, and the draft report will be delivered approximately the first of <br /> June. <br /> Please call us with any questions you may have. <br /> Respectfully submitted, <br /> Rich Lan reth <br /> Public Works Director, Town of Monument <br />
