including Aquacraft's President, Bill DeOreo, P.E., and project engineer Leslie Martien will <br /> work on the project. <br /> The survey portion of the study will be conducted by the National Research Center (NRC) of <br /> Boulder, Colorado. NRC is one of the leader survey research firms in the region and has worked <br /> closely with Aquacraft on a number of large studies. The NRC Team will be lead by Erin <br /> Caldwell, M.S. and NRC's president Dr. Tom Miller will also contribute his expertise. Aspen <br /> Research which has a specialized survey call center will conduct the telephone survey. <br /> Methodology <br /> In order to complete this project within the required six month time frame, the research methods <br /> will be limited to 1) Assembling data and results from recent related water supply evaluation <br /> efforts including SWSI and the 2003 drought and water supply update; 2) Conducting a <br /> telephone survey, addressing key question areas identified in the Project Goals, with municipal <br /> water providers across the State; 3) Conducting research and interviews to update the current <br /> status of the 1177 basin roundtable process. <br /> The focus of the survey and data assembly effort will be to assess the status of drought, drought <br /> planning, and drought preparedness in Colorado in 2007. These results will be used to develop a <br /> set of recommendations to the Southeastern Colorado Water Conservancy District (SECWCD), <br /> Colorado Water Conservation Board (CWCB), Colorado Division of Water Resources (DWR), <br /> the State Legislature, and the Governor for actions that can be taken to improve Colorado's <br /> ability to withstand and respond to drought in the future. <br /> The following project tasks are proposed: <br /> Task 1: Assemble and Review Recent Colorado Water Supply and <br /> Drought Studies and the 1177 Process <br /> Significant recent work has been accomplished describing, quantifying, and evaluating <br /> Colorado's water supply. The Statewide Water Supply Initiative (SWSI) Phase 1 (2004) and <br /> Phase 2 (2006), the Colorado Drought and Water Supply Assessment (2003), and other work <br /> conducted by regional and local entities are available and provide the results of thousands of <br /> hours of research and analysis. <br /> The 1177 basin roundtable process created in 2005 by an act of the State Legislature also has <br /> important bearing on drought preparedness and water supply in the state. Part of this task will <br /> provide a review and update of the 1177 process, specifically as it relates to drought <br /> preparedness and drought water supply. <br /> The purpose of this task is to bring together as much available information and data on Colorado <br /> drought and water supply as possible. Both structural and non - structural responses to drought <br /> will be examined. This information will be carefully reviewed and synthesized into the final <br /> report to provide as complete a picture as possible of the fundamental drought and water supply <br /> issues and challenges confronting Colorado. <br />
