1.2- Describe Changes in Water Conservation in Colorado since 2000 <br />Describe the momentum gained in water conservation since Y2000, detailing the 2002 <br />drought, changes in water conservation programming following the drought, advances <br />in data collection and monitoring of programs, water conservation projects, and <br />research (both completed and in process). <br />1.3- Describe Current Demand Levels <br />The Consultant will use the current (2008) demand level starting point from the <br />Demands to 2050 Report. The Consultant will - prepare a narrative to explain how these <br />demand numbers were developed, what assumptions are involved in the analysis, the <br />completeness of the data sources, and the work necessary in the coming years to <br />improve these data by filling gaps, replacing estimates with measurements, and <br />improving overall data quality. <br />Task 2 - Update conservation savings estimates and penetration rate <br />analysis from SWSI 11 <br />This task will update and improve the conservation savings estimates and assumptions <br />regarding the penetration rate of efficiency fixtures and appliances in Colorado. This improved <br />analysis will be used to help prepare the conservation strategies in Task 3. <br />2.1- Review, Update, and Improve Water Conservation Matrix from SWSI II <br />The SWSI II water conservation' matrix (originally prepared by Aquacraft) will be <br />carefully reviewed and updated. Specific areas for review and improvement include: <br />the measures included in the matrix (is anything missing ?), penetration rates, water <br />savings associated with each measure, and projected outcomes associated with water <br />conservation measures presented in matrix. <br />2.2- Prepare Revised Water Conservation Matrix <br />The Consultant will prepare a new water conservation matrix for the 2010 SWSI update <br />that improves upon the SWSI II matrix in the areas described in 2.1. <br />Task 3 - Develop water conservation strategies to achieve savings targets <br />This task will develop three different potential water conservation strategies for Colorado. <br />Scenario 1 will target a 20% overall demand reduction, Scenario 2 will target a 30% demand <br />reduction, and Scenario 3 will target a 40% demand reduction.
