Task 3: Adaptive Capacity Actions
3.3.2 Adaptive Capacity Actions
a) Identify hazard mitigation goals, beyond communication and outreach, which reduce
vulnerability and meet or exceed FEMA standards and requirements.
b. Provided recommendations for improved policies and mitigation efforts, beyond
communication and outreach, at the state and local levels.
To meet FEMA's state mitigation planning requirements the drought plan's goals and
objectives should be based on findings in state and local risk assessments and
represent a long -term vision for hazard reduction or enhancement of mitigation
capabilities. As part of the update to the State's drought mitigation strategy, AMEC will
present to the planning team an updated inventory and analysis of drought mitigation
strategies outlined in local mitigation plans, such as water conservation ordinances and
campaigns, water banking, or water rights management. This will build off the
recommendations and findings of the 2004 Drought and Water Supply Assessment
(DWSA) as an indication of which policies are actually being implemented at the local
level. The analysis of effectiveness of local mitigation policies, programs and
capabilities will also be based on feedback from local outreach meetings, including the
recent Dealing with Drought Workshops recently hosted by the Western Water
Assessment.
Mitigation Actions, per the FEMA guidance, should be directly tied to goals and
objectives and provide the means to achieve them. Actions can be:
• Statewide or property specific
• Regulatory or programmatic
• Targeted at government agencies or private industry
• Construction activities or public outreach
Actions that are being considered for FEMA grant funding must be cost effective,
technically feasible, and environmentally sound. Following completion of the updated
risk assessment AMEC will review the existing actions in the Drought Plan and suggest
new action items that may be needed or existing actions that should be re- emphasized.
This will likely include recommendations to help mitigate the anticipated impacts of
climate change. This will need to occur in conjunction with the review of state mitigation
actions, an assessment being conducted by AMEC within the scope of the State
Drought Plan revision.
In assessing the drought vulnerability of state assets AMEC will utilize the interview
process to identify adaptive capacity measures currently employed by state
agencies /divisions /facilities, and /or define potential adaptive capacity actions that could
be implemented. AMEC will also investigate adaptive capacity actions across sectors,
