Task 3: Adaptive Capacity Actions <br />3.3.2 Adaptive Capacity Actions <br />a) Identify hazard mitigation goals, beyond communication and outreach, which reduce <br />vulnerability and meet or exceed FEMA standards and requirements. <br />b. Provided recommendations for improved policies and mitigation efforts, beyond <br />communication and outreach, at the state and local levels. <br />To meet FEMA's state mitigation planning requirements the drought plan's goals and <br />objectives should be based on findings in state and local risk assessments and <br />represent a long -term vision for hazard reduction or enhancement of mitigation <br />capabilities. As part of the update to the State's drought mitigation strategy, AMEC will <br />present to the planning team an updated inventory and analysis of drought mitigation <br />strategies outlined in local mitigation plans, such as water conservation ordinances and <br />campaigns, water banking, or water rights management. This will build off the <br />recommendations and findings of the 2004 Drought and Water Supply Assessment <br />(DWSA) as an indication of which policies are actually being implemented at the local <br />level. The analysis of effectiveness of local mitigation policies, programs and <br />capabilities will also be based on feedback from local outreach meetings, including the <br />recent Dealing with Drought Workshops recently hosted by the Western Water <br />Assessment. <br />Mitigation Actions, per the FEMA guidance, should be directly tied to goals and <br />objectives and provide the means to achieve them. Actions can be: <br />• Statewide or property specific <br />• Regulatory or programmatic <br />• Targeted at government agencies or private industry <br />• Construction activities or public outreach <br />Actions that are being considered for FEMA grant funding must be cost effective, <br />technically feasible, and environmentally sound. Following completion of the updated <br />risk assessment AMEC will review the existing actions in the Drought Plan and suggest <br />new action items that may be needed or existing actions that should be re- emphasized. <br />This will likely include recommendations to help mitigate the anticipated impacts of <br />climate change. This will need to occur in conjunction with the review of state mitigation <br />actions, an assessment being conducted by AMEC within the scope of the State <br />Drought Plan revision. <br />In assessing the drought vulnerability of state assets AMEC will utilize the interview <br />process to identify adaptive capacity measures currently employed by state <br />agencies /divisions /facilities, and /or define potential adaptive capacity actions that could <br />be implemented.
