I <br />SECTION III <br />PROPOSAL EVALUATION <br />The submitted Scopes of Work will be evaluated according to the criteria listed below. <br />The PSC will review the investigator's approach to ascertain the investigator's <br />understanding of the project and issues to assure that a proper effort will be devoted to <br />the project, and to entertain the investigator's special perspective on approach, <br />techniques, and work efforts. <br />PROPOSAL. EVALUATION AND SELECTION CRITERIA <br />Scopes of Work will be evaluated based on the exhibited understanding of the project <br />issues as demonstrated by the unique perspective and presentation on the proposed <br />strategies, approach, team structure, experience /expertise, and schedule. The PSC will <br />evaluate the proposals based on the following criteria. <br />Provision of a detailed cost estimate that corresponds to the proposed Scope of <br />Work. Cost will be a consideration in this process. <br />2. Proposed schedule through completion of the Final Report. <br />3. Firm Information: Exhibited strength of firm to complete this project based on the <br />information provided in the proposal. <br />4. Project Understanding: Project approach and scope of work, including <br />demonstrated understanding of technical and non - technical issues associated with <br />the project, understanding of AwwaRF policies and procedures, and value added <br />by the investigative team's proposed approach. <br />Strength of Project Team, including research leader(s); project management <br />structure; QA /QC support; technical discipline leads, including support project <br />engineers and other professional staff, sub investigators; and location(s) of key <br />personnel, including sub investigators. <br />13 <br />
