➢ Get experience from local water commissions, who know locally how to relate <br />observations with forecasted impacts; their impact should be valued and incorporated <br />Taryn Hutchin's Capbibie & Jeff Lukas' Group <br />Impacts from 2002 Drought <br />➢ April 1: realization of being in trouble: reservoirs were not going to fill <br />➢ Average person wasn't impacted too much <br />➢ Farmers were not impacted too much (those with Sr. water rights) on the main part of <br />the river -other holders on minor creeks /tributaries didn't get anything because there <br />was no water <br />➢ Have trouble convincing folks to conserve because of fear of Denver and CA taking the <br />water if not used <br />➢ Impacts of pine beetles helped to drive home impacts of drought <br />➢ Green mountain releases for "surplus" before 2002 <br />➢ Zero restrictions <br />What went wrong /could have been avoided? Or what info could have helped? <br />➢ Storage: a lot of discretionary releases made in 2001 -02: didn't have any warning; didn't <br />realize in 01 that drought 02 was coming <br />➢ Drought prediction /early warning; i.e. where in the drought cycle are we? (Probability of <br />continuance /strengthening) <br />➢ Better tools to reach the public <br />➢ Needs should be constrained by water availability <br />➢ Pricing of water /value of water <br />Of the things that went right of were avoided, was this because of planning /decision- making? <br />Why? <br />➢ Weekly conference calls already in place on west slope as a result of court cases, so <br />relationships were already established and you could work with them <br />➢ Worked collaboratively to minimize demands and meet needs because of lessons <br />learned from 1977 - storage increased and they avoided restrictions <br />➢ Haven't outgrown water rights on the west slope yet <br />Needs <br />➢ Info on frequency of drought like 2002: where are we in the cycle: probability of <br />occurrence <br />➢ Tools to education public <br />➢ Early warning system <br />Christina <br />Impacts from the 2002 Drought <br />Kim Peterson <br />➢ Fire impacts: not knowing evacuation plans was troublesome <br />➢ Needed better communication with the general public <br />Dave Kanzer <br />➢ Needed early warning mechanisms <br />➢ No idea it was going to be so bad otherwise would have changed operations <br />
