Profile Proposed Facilities
The City has been working, with.its contractor to develop an understanding of the City's current proposed
facility needs, including various capital projects over the planning horizon. These projects include those
that will happen regardless of the outcome of the water conservation planning effort, and those that may
be deferred.
Identify Water Conservation Goals and Candidate Water Conservation Measures and Programs
The City has developed draft water conservation goals based on the City's current water right portfolio
and water use demands. This effort'has developed specific, measurable goals in accordance with the
Office's guidelines. Based.on these goals and the City's water use patterns, efforts have begun to identify
and screen candidate water conservation measures and programs that the City will evaluate further
through detailed analyses.
Obstacles
No specific obstacles that will impact execution of the Grant have been identified during performance of
the project thus far, aside from a few minor scheduling issues. Collection of the City's water use data was
delayed to allow for the collection and use of the summer of 2010 data (which was expected to be helpful
in characterizing current outdoor water use). The City has also been working to acquire some historic
water use information for different water use segments that has not been readily available. Collecting and
using these data will substantially improve the accuracy and levetof detail in the water use demand
forecasting and in understanding the impact of dry water years on the needs for water conservation.
The delays associated with collecting the additional data will not impact project delivery or project costs
a's previously planned.
Steps Remaining
Work remains to complete the final water use assessment and complete the water demand forecast. The
final identification. and screening of the water conservation measures and programs also needs to be
finalized such that the candidate measures and programs can be analyzed to support program selection.
Once this is completed, the impact of the selected measures and programs on future water use demand can
be assessed and an implementation plan can be developed. The results of these various assessments and
evaluations will be documented in the Final Draft Report, which will be placed into public review for 60
days prior to it being reviewed and approved by the City of Durango.
The revised project schedule is as follows:
Complete the Final Draft Water Conservation Plan including City internal review January 5
Place the Final Draft into Public Review January 10
Complete the Public Review March 12
City Council Review and Approval March 15
Submit to CWCB for Review and Approval - March 18
Thank you for the support and assistance in the City's water conservation planning efforts.
Should you have any questions please do not hesitate to contact me.
Yours truly,
f lr ,
Otha J.
