5. Other Base Data Requirements
In addition to the Landsat imagery, we recommend acquiring additional data for conducting the 2003
irrigated lands update, as shown in Table 4. The recommended digital orthophoto quarter quads (DOQQs)
are produced by the USGS and provide a consistent and accurate image base for registering Landsat
images and for registering irrigated parcels, field data and related information. These images are also
useful for interpreting irrigated parcel boundaries and other features. The images shown below would
compliment the DOQQs previously acquired by Division 2.
Table 4: Additional Base Data Requirements
Description
Quantity
Unit Cost
Cost
DOQQ in Crowley, Otero, Bent Counties (1998 - 2001)
67
$7.50
$503
Obtain DOQQ for Prowers County (1998) under cooperative agreement with USGS
76
$100.00
$7,600
Shipping, Handling, and Contingency (10 %)
$ 397
Total Cost of Additional DOQQ data
$8,500
6. Other Assistance from RTi
RTi could provide assistance to Division 2 by participating on a "peer review" panel, or RTi could
provide direct technical assistance for conducting analysis and developing work products, cooperatively
with Division 2 personnel. We recommend the latter alternative, with the expectation that RTi could
provide very efficient technical assistance using techniques and analysis tools developed under SPDSS
and other related projects, while taking advantage of the expertise and experience of Division 2 personnel.
Technical inputs from RTi could include:
• Final specification of data and ordering
• Creating a seamless digital orthoimage base map in compressed (MrSid) format
• Merger of multidate satellite imagery with digital orthophotos
• Satellite image preprocessing including georeferencing, corrections and calibration,
• Data conversion from NAD 27 to NAD 83
■ Parcel editing to improve horizontal accuracy
■ Irrigated vs. non - irrigated lands classification
■ 2003 update of irrigated parcels boundaries
• Multi- temporal crop classification
• Accuracy assessment of irrigated lands and crop classification
• Development of a database for storing irrigated parcel information, field data and notes,
metadata on classification and accuracy techniques
• Reporting
Page 4 of 4 PRiverside Technology, inc.
Water Resources Engineering and Consulting
