Task C
• The lack of cooperation by the High Line Ditch Company — another CWCB grant
recipient under this program — has delayed the completion of this work by Aqua
Engineering. In addition, the purchase and ownership transfer of approximately
30 percent of the Bessemer Canal Company's shares by the Pueblo Board of
Water Works in the middle of this project delayed the work on that ditch.
• It has become obvious that some of the work on this Task provides important
information for Task D, and must be coordinated with the completion of that
Task.
Task D
Leonard Rice Engineers and Trout, Raley, Montano, Witwer & Freeman have
simultaneously been working on the State Engineer's proposed Compact Rules
Governing Improvements to Surface Water Irrigation Systems in the Arkansas
River Basin in Colorado (Case No. 09CW110) at the request of the CWCB. That
project has time-sensitive deadlines for the LAVWCD Board to adopt/create the
water replacement plans necessary to implement the Rules, which will go into
effect January 1, 2011.
Tasks F and G
• These were delayed by the need to complete tasks B and D in order to ensure
consistency and completeness.
Task H
Trout, Raley, Montano, Witwer & Freeman has simultaneously been working on
the State Engineer's proposed Compact Rules Governing Improvements to
Surface Water Irrigation Systems in the Arkansas River Basin in Colorado (Case
No. 09CW110) at the request of the CWCB. That project has time-sensitive
deadlines for the LAVWCD Board to adopt/create the water replacement plans to
implement the Rules, which will go into effect January 1, 2011.
• The comprehensive report that is the product of this Task cannot be completed
prior to the completion of the rest of the project.
Super Ditch Company Proj ect Extension
Page 2
