EXHIBIT A <br />WATER LEASING - SUPER DITCH COMPANY <br />(Water Supply Reserve Account Grant Program and <br />Alternative Permanent Ag Transfer Method Grant Program) <br />PROJECT EXTENSION <br />(Explanation of Delay, Revised Schedule, Revised Budget) <br />Explanation of Delays <br />This project is taking longer to complete for finro principal reasons. First, the <br />project required the expertise of several different subcontractors, who were dependent <br />upon the work of others to finish the interrelated tasks. Second, three of the key <br />subcontractors were diverted to other tasks at the request of the CWCB. Specifically, <br />the CWCB asked the LAVWCD to include a new task — the Tipping Point Study Phase I <br />— in the project, and expedite its completion by Honey Creek Resources, one of the <br />subcontractors. Second, the CWCB asked the LAVWCD to assist in developing and <br />implementing the State Engineer's proposed Compact Rules Governing Improvements <br />to Surface Water Irrigation Systems in the Arkansas River Basin in Colorado (Case No. <br />09CW110), which required the priority attention of finro subcontractors, Leonard Rice <br />Engineers, and Trout, Raley, Montano, Wifinrer & Freeman. Some of this latter work is <br />ongoing, and will not be complete until the first quarter of 2011, which will continue to <br />effect the completion of this project. <br />More specifically, the causes of the delays were as follows: <br />Tasks A and E <br />• The data needed to develop the Finance Plan and the Pay-out Analysis has only <br />recently become available. <br />• Honey Creek Resources Inc., the contractor for these tasks, was diverted during <br />the period January through June on the Phases and II of the Economic <br />Threshold, or "Tipping Point", Project, at the request of the CWCB. Tipping Point <br />II is nearly completion. � <br />Task B <br />• This task was delayed in obtaining necessary information from other sources. <br />• This task is also related to and must be coordinated with Task D, which was <br />delayed by work on another CWCB grant (see below). <br />Super Ditch Company Project Extension <br />Page 1 <br />
