Grand Mesa Reservoir Co. Agenda Item 5b <br />September 22-23, 2003 (Updated September 25, 2003) <br />Feasibilitv Studies <br />Rod Bonnell, Secretary-Treasurer of the Grand Mesa Reservoir Company has completed the <br />Feasibility Study, using engineering provided by Bret Guillory, P.E. of the City of Grand Junction. <br />The study includes an assessment of the project to rehabilitate the outlet systems on the Grand <br />Mesa Reservoirs #1 and #9. <br />The Grand Mesa Reservoir Companv <br />The GMRC is a mutual ditch company and a non-profit corporation registered in the State of <br />Colorado. There are 17 shareholders and 1137 shares of stock. The GMRC has the power to <br />set annual assessments to be paid by the shareholders, the power to cut off water deliveries to <br />shareholders that fail to pay their assessments, and the power to offer stock for sale to pay <br />back assessments. <br />Water Riahts <br />The GMRC holds storage rights in the following reservoirs: <br />Table 1: Reservoir Storage Rights, Grand Mesa Reservoir Company <br />Reservoir Name Stora e Ca acit acre-feet <br />Scales #1 203 <br />Scales #3 129 <br />Grand Mesa #1 559 <br />Grand Mesa #6 172 <br />Grand Mesa #8 379 <br />Grand Mesa #9 153 <br />Total 1,595 acre-feet <br />Records of the State Engineer's Office indicate that average annual diversions have been <br />approximately 1,000 acre-feet. <br />Proiect Alternatives <br />During the study of the Grand Mesa Reservoirs #1 and #9, the following alternatives were <br />evaluated: <br />1. The no action alternative. <br />2. Complete rehabilitation of the outlet systems for both reservoirs ($100,000) <br />3. Complete rehabilitation of the outlet systems for both reservoirs, as well as work to <br />address seepage and spillway problems on Reservoir #1 (Approximately $200,000) <br />The following is a summary of these alternatives: <br />No Action Alternative <br />This alternative was rejected because the storage restriction on Reservoir #1 would continue or <br />be increased, and because Reservoir #9 will be ordered breached by the State Engineer if the <br />outlet is not rehabilitated this year. This would mean the continued annual loss of 300 acre-feet <br />of storage in Reservoir #1, and the permanent loss of 153 acre-feet of storage in Reservoir #9. <br />
