STATE OF COLORADO
Colorado.Water Conservation Board
Department of Natural Resources
1313 Sherman Street, Room 721
Denver, Colorado 80203
Phone: (303) 866-3441
FAX: (303) 866-4474
www.cwcb.state.co.us
MEMORANDUM
(Updated September 25, 2003)
TO: Colorado Water Conservation Board Members
FROM: John Van Sciver V
Mike Serlet, P.E., Chief 2'
Water Supply Planning an Finance Section.
DATE: September 10, 2003
SUBJECT: Agenda Item 5b., September 22-23, 2003 Board Meeting
Grand Mesa Reservoir Company
--------------------------------------------------------------------------------------------------------
Bill Owens
Governor
Greg E. Walcher
Execudve Director
Rod Kuharich
CWCB Director
Dan McAuliffe
Deputy Director
Introduction
The Grand Mesa Reservoir Company (GMRC) is applying for a loan in amount of $90,000 to
rehabilitate the outlet systems on the Grand Mesa Reservoirs #1 and #9. The estimated total cost
of the project is $100,000. Please see the attached project summary and map.
Backqround
The GMRC, located in Mesa County, owns and operates 6 reservoirs on the Grand Mesa with a
combined total capacity of 1,595 acre-feet. The reservoirs are used to store water for the benefit
of the shareholders. Water is released to Kannah Creek and then diverted below the mesa to a
500-acre service area.
Grand Mesa Reservoir #1 is a Class 2 structure with a dam height of 22 feet and a capacity of
559 acre-feet. The State Engineer has imposed a restriction of storage to 8 feet below the crest of
the spillway because of a failure of the outlet system, seepage, and undersized spillway. The
restriction reduces the allowable storage to about 260 acre-feet. This project addresses only the
problems with the outlet system and will not result in removal of the storage restriction.
Grand Mesa Reservoir #9 is a Class 3 structure with a dam height of 16 feet and a capacity of
153 acre-feet. The State Engineer has imposed a restriction of storage to 3.4 feet below the crest
of the spillway because of problems with the outlet system. The restriction reduces the allowable
storage to about 50 acre-feet. All dam safety issues associated with Grand Mesa Reservoir #9 will
be addressed as part of the construction project, so that the storage restriction can be removed.
