SECTION IV <br />COMPREHENSIVE DRAINAGE PROGRAM <br />GENERAL <br />As previously indicated, the development of a comprehensive drainage <br />program is essential to the proper development of any new residential area. <br />Without a specific drainage program assuring protection to all land within <br />the drainage basin, the actual development of the land cannot progress <br />efficiently and completely. Further, unless a realistic drainage program <br />is followed, existing developments which may now be free from damage will be <br />subjected to future damage. <br />To be practical, the accepted drainage program must be flexible and <br />adaptable to "stage construction ". In other words, it must be capable of <br />being financed and constructed in stages, as needed, when needed. Any plan, <br />regardless of its technical accuracy, which cannot be financed or constructed <br />as needed, is without value. <br />Several alternate drainage solutions have been investigated and studied <br />prior to the publication of this report. From these studies and investiga- <br />tions, the one most practical and comprehensive program has been selected <br />and is described in detail here. This program is based on the 100% residen- <br />tial development and, accordingly, the ultimate drainage load. However, the <br />program is sufficiently flexible to allow financing and construction of <br />individual stages as needed, while contributing to the ultimate plan. <br />MASTER DRAINAGE PLAN <br />The enclosed map outlines graphically a "Master Drainage Plan" for all <br />that area between 23rd Avenue and 35th Avenue with provision for complete <br />- 15 - <br />
