,. .acv _.......... - .i....: '. -. - .. .. _....�: -. -__ <br />4 <br />The projections of future population made by the Inter - County <br />Regional Planning Commission for the year 1970 is 1,240,000, and for the <br />year 2000 is 2,500,000. The 1965 population is 1,080,000. The expected <br />percentage increase from 1965 is 9 and 43, respectively. <br />The Plum Creek Watershed is a part of this Metro Area and is expected <br />to participate in the expanding population growth and expansion into the <br />rural area, particularly along the foothills. <br />The present procedures used in watershed planning does not provide <br />sufficient damage reduction benefits to justify a watershed protection <br />program for the Plum Creek Watershed under P. L. 566. <br />Two types of downstream benefits could be used to supplement the <br />upstream floodwater damages reduction benefits to provide justification <br />for the needed flood prevention program on Plum Creek Watershed. <br />I. If the basin concept of planning is followed, definite con- <br />sideration should be given to the flood prevention and sediment problems <br />of the basin. When this is considered, the Plum Creek Watershed has a <br />need for flood protection and as such should be entitled to have a portion <br />of the downstream flood prevention and sediment damage reduction benefits <br />prorated to upstream structures. However, under the present circumstances <br />of project planning, different methods of project approval and the <br />impossibility of coordination of construction phases of both programs <br />of P. L. 566 and the Corps of Engineers, it is not deemed possible at <br />this time to reduce Chatfield's capacity for floodwater and sediment <br />
