- 2 - <br />Land Treatment <br />The value of land treatment measures applied to date is $117,983. The value <br />of land treatment to be applied during the next five years is $149,120. The <br />total value is $297,103. Included is the necessary technical assistance to <br />accelerate application of land treatment. This will be provided by Public <br />Law 566 funds at a cost of $21,500. <br />Structural Measures <br />The structural measures included in the plan consist of three floodwater - <br />retarding structures, eight combination grade stabilization and floodwater - <br />retarding structures, and six stabilizing and sediment control measures, <br />having combined capacity of 1,376 acre -feet. Of this total capacity, 1,034 <br />acre -feet is allotted to floodwater- retarding storage and 312 acre -feet <br />to sediment storage. The total cost of these measures, including the <br />capitalized value of operation and maintenance cost, is $348,678, of which <br />the local or other share is $49,842 and the Public Law 566 share is $6298,836. <br />Damages and Benefits <br />The estimated average annual damage without the project is $32,110. The <br />estimated average annual damage with the project is $13,118. <br />The average annual primary benefits accruing to structural measures is <br />$18,282 which is distributed as follows: <br />Floodwater damage reduction <br />Sediment damage reduction <br />Erosion damage reduction <br />Indirect damage reduction <br />Restoration and maintenance <br />of ground water table <br />$4,752 <br />4 <br />7,815 <br />477 <br />400 <br />The ratio of the average annual primary benefits ($18,282) to the average <br />annual cost of structural measures ($12,2910 is 1.19 to 1. <br />The total benefits of land treatment measures were not evaluated in monetary <br />terms since experience has shown that these soil and water conservation <br />measures produce benefits in excess of their costs. <br />Provisions for Financing Construction <br />The sponsors will contract for the construction of the 17 structural measures <br />listed in the plan. The sponsors will furnish personnel and funds for <br />administration of contracts and will also have administrative assistance from <br />the Colorado State Soil Conservation Board. Easements and rights -of -way will <br />be provided by the sponsors. Estimated cost to the sponsors is $14091. <br />Operation and Maintenance <br />Land treatment measures will be operated and maintained by the landowners or <br />operators on the farms a nd ranches on which the measures are installed under <br />agreement with the Cherry Creek Soil Conservation District and the Colorado <br />State Forest Service. The structural measures will be operated and maintained <br />by the sponsors. The Counties of Douglas and El Paso will budget assistance <br />for this purpose. <br />
