- 10 - <br />The Soil Conservation Service, hereafter called the "Service ", wills <br />1. Assign additional technicians to assist the District in the <br />over -all planning of the project and in the design and installa- <br />tion of flood prevention measures. <br />2. Contract for the installation of fl000d prevention works which <br />the District and the Service agree should be installed by con- <br />tract. For these works the Service will develop construction <br />plans and specifications, let contracts, and supervise the con- <br />struction. <br />3. Provide technical assistance to the District in future maintenance <br />operations. <br />Table I indicates the schedule of operations by fiscal years which has <br />been agreed to for the mcs t efficient development of this project in the <br />light of financial and other considerations. This schedule will be <br />periodically adjusted by mutual agreement to comply with current conditions. <br />PROVISIONS FOR MAINTENHNCE <br />The Kiowa Soil Conservation District assumes the over -all responsibility <br />for operation and maintenance of this project. Land owners and operators <br />will maintain the land treatment measures under terms of their conserva- <br />tion agreements with the District. Works installed on county rights-of- <br />way by Elbert and E1 Paso Counties will be maintained by those counties. <br />All flood prevention works will be inspected periodically (at least once <br />a year) by representatives of the District, the Soil Conservation Service, <br />and any other agency or individual that has responsibility for maintenance. <br />All conditions of damage and deterioration will be noted and the District <br />will see that satisfactory repairs are made as soon as is practical. <br />
