In addition to the known benefits, other substantial benefits will accrue <br />such as ground water recharge, more dependable stream flow, wildlife improve- <br />ment, better living conditions, and the demonstrational value of the project <br />and its effects. <br />EVALUATING THE PROGRAM <br />The hydrologic, economic, and other effects of this watershed program will <br />be measured. A plan for the installations and procedures required to.eval- <br />uate these effects is now being developed with other interested agencies. <br />The evaluation plan will be distributed as a supplement to this work plan. <br />ACCOMPLISHING THE PLAN <br />The Kiowa Soil Conservation District, which is sponsoring this project, and <br />the Soil Conservation Service have mutually agreed to the sharing of costs <br />as set forth in Table 1. Each party agrees to schedule its contributions <br />to the project so they will promote the efficient prosecution of the work. <br />Specifically, the Kiowa Soil Conservation District, hereafter called the <br />"District" will: <br />1. With help from the Colorado Extension Service, disseminate infor- <br />mation about this project to local people through community meet- <br />ings, tours, radio, and press releases to promote a common under- <br />standing and acceptance of the project and facilitate the carrying <br />out of this work plan. <br />2. With help from the Colorado Extension Service, arrange for com- <br />munity meetings and by individual contacts encourage the owners <br />and operators within the project to adopt and carry out soil and <br />water conservation programs on their farms and ranches as rapidly <br />as practicable, <br />3. Acquire all lands, easements, and rights-of-way needed for the <br />floodwater retarding and other structures. <br />4. arrange with the county commissioners of Elbert and E1 Paso <br />Counties to incorporate conservation and flood prevention features <br />in future road work. This inc'._udes using floodwater retarding <br />structures instead of bridges at stream crossings where practical, <br />channel improvement work, water spreading and seeding of borrow <br />pits and necessary county road relocation. <br />5. Arrange for contributions in cash, services, equipment use, and <br />other forms by the District, by individual land operators, by <br />Elbert and E1 Paso Counties, and by other non - Federal agencies <br />and individuals interested in this project. <br />6. Provide for adequate maintenance of all the measures installed as <br />a part of this program. <br />
