In addition to the known benefits, other substantial benefits will accrue
such as ground water recharge, more dependable stream flow, wildlife improve-
ment, better living conditions, and the demonstrational value of the project
and its effects.
EVALUATING THE PROGRAM
The hydrologic, economic, and other effects of this watershed program will
be measured. A plan for the installations and procedures required to.eval-
uate these effects is now being developed with other interested agencies.
The evaluation plan will be distributed as a supplement to this work plan.
ACCOMPLISHING THE PLAN
The Kiowa Soil Conservation District, which is sponsoring this project, and
the Soil Conservation Service have mutually agreed to the sharing of costs
as set forth in Table 1. Each party agrees to schedule its contributions
to the project so they will promote the efficient prosecution of the work.
Specifically, the Kiowa Soil Conservation District, hereafter called the
"District" will:
1. With help from the Colorado Extension Service, disseminate infor-
mation about this project to local people through community meet-
ings, tours, radio, and press releases to promote a common under-
standing and acceptance of the project and facilitate the carrying
out of this work plan.
2. With help from the Colorado Extension Service, arrange for com-
munity meetings and by individual contacts encourage the owners
and operators within the project to adopt and carry out soil and
water conservation programs on their farms and ranches as rapidly
as practicable,
3. Acquire all lands, easements, and rights-of-way needed for the
floodwater retarding and other structures.
4. arrange with the county commissioners of Elbert and E1 Paso
Counties to incorporate conservation and flood prevention features
in future road work. This inc'._udes using floodwater retarding
structures instead of bridges at stream crossings where practical,
channel improvement work, water spreading and seeding of borrow
pits and necessary county road relocation.
5. Arrange for contributions in cash, services, equipment use, and
other forms by the District, by individual land operators, by
Elbert and E1 Paso Counties, and by other non - Federal agencies
and individuals interested in this project.
6. Provide for adequate maintenance of all the measures installed as
a part of this program.
