It was the conclusion of the City, following the public meetings in Durango and subsequent <br />meetings with City staff, that the added Structures, Structure 10, which was modified, and <br />Structures 11 and 12, have a differing intended purpose than the upper structures. These <br />lower structures were designed to provide for boating that is not intimidating, that allows for <br />greater instructional and novice to intermediate usage, as well as extended deep water <br />boating during the off - season. As such the flow regime that was considered for these <br />structures was defined by a different set of intended uses.
