' <br />, <br />� <br />, <br />Implementation Schedule <br />Alpine Engineering, Inc. will complete its final design by mid June 2010 and submit <br />the construction drawings and specifications to the Office of the State <br />Engineer/Dam Safety Branch. Construction is expected to being August 2010 and <br />be completed by October 2010. <br />Permitting <br />All easements and rights-of-way are currently existing. Army Corps of Engineers 404 <br />' permitting is not anticipated but will be confirmed by Alpine Engineering, Inc. Alpine <br />Engineering, Inc. will submit the stormwater/groundwater management plans for State <br />WQCD Permitting. <br />C_J <br />L_J <br />'� 1 <br />� <br />Institutional Considerations <br />Entities that are, or may be, involved in the design, construction, and financing of the <br />project include: <br />Stagestop Owners Association (SOA); financing and project management, <br />Alpine Engineering; Design and project management, <br />Colorado Water Conservation Board (CWCB); financing and construction, <br />State Water Quality Control Division <br />The SOA will be the lead for the financing, design, and construction of the project and <br />, will be the entity entering into contracts and agreements with the various entities for the <br />services provided by each. <br />' Financial Analysis <br />' CWCB will finance 90% of the estimated total project cost of $211,765. SOA has <br />sought loans or grants from USDA Rural Development and several private banks. The <br />banks were not interested in a loan of this type. USDA Rural Development was unable <br />' to grant or loan money to a project of this type.
