1.0 INTRODUCTION AND PURPOSE <br />The purpose of this report is to describe the plan of operation through which Central's WAS will <br />replace out of priority depletions to the South Platte River during the period April l, 2004 <br />through March 31, 2005 caused by pumping the 443 WAS member wells. <br />Central's WAS 2004 SWSP has three major components; (1) estimated April 1, 2004 - March 31, <br />2005 stream depletions to the South Platte River from pumping the WAS member wells during <br />the 2004 irrigalion season, (2) post pumping depletions inherited from members who were either <br />Ground Wat�r Appropriators of the South Platte (GASP), South Platte Well Users Association <br />(SPWUA) members, or members of other wilaiown well augmentation groups (Other) and <br />(3) sources of water supply for replacitig out of priority depletions to the South Platte River <br />resulting from pumping WAS member wells. <br />Estimated stream depletions are based on the cuirent membership for WAS as ide,ntifiecl in <br />Section 2 of this report. Detailed methodology used in calculating stream depletions from <br />pumping WAS member wells is presented in Section 3. Sources to be used for replacement of <br />out of priority depletions are pres�ted in Section 4. <br />2.0 WELL AUGMENTATION SUBDISTRICT MEMBERSHIP <br />The Well Augmentarion Subdisirict formed January 8�`, 2004. Currently, the WAS has 233 <br />applicants covering 443 wells. Uf these 233 WAS applican�, 228 applicants aze irrigators, four <br />applicants own non-irrigation wells and one applicant owns a gravel pi� After the applicants' <br />contracxs are sign�, �e contracts will be classified according to type of taxable entity, as <br />defined in Colorado Revised Statutes, Title 37, Section 45, Subsections 121-125.
