EXECUTIVE SUMMARY <br />The purpose of this report is to describe the Substitute Water Supply Plan (SWSP) by which the <br />Well Augmentation Subdistrict (WAS) of the Central Colorado Water Conservancy District <br />(Central) proposes to replace out of priority depletions from 443 member wells in the WAS for <br />the period April 1, 2004 through March 31, 2005. Central formed �e WAS January 8�`, 2004. <br />Simultaneously herewith, Central and �e South Platte Well Users Association (SPWUA) will <br />file a Motion for Substitution of Parties and a Motion to Amend Application in consolidated <br />cases 2003CW99 and 2003CW177. This motion serves to: (1) substitute WAS for the SPWUA <br />as the applicant, (2) amend the applications to remove wells that aze not members of WAS, (3) <br />add wells within the WAS not previausly listed in the application, and (4) add sowces of <br />replacement water proposed by WAS to the application. This motion is pending before the <br />Court. <br />Total estimated annual depletions to the South Platte River from the 443 member wells covered <br />by this SWSP aze 12,273.8 acre-fe�t for the period April 1, 2004 tfirough Mazch 31, 2005. Total <br />estimated annual depletiions for the member wells include: (1) delayed depletions caused by <br />pumping member wells as early as 1974 and (2) depletions resulting from well pumping during <br />the 2004 irrigation season. <br />Central anticipates that ti�e WAS wi11 have sufficient supplies available to replace out of prior�ty <br />depletions from the member wells during April 1, 2004 through March 31, 2005. Replacement <br />water will be available from leased water, alluvial return credits, credits from recharge facilities, <br />excess replacement water from Ce�ntral's Ground Water Management Subdistrict (GWMSD), <br />bypass flows and augmentation wells. In the event, however, that a priority call occurs at any <br />time dwing the period April 1, 2004 through March 31, 2005 and the WAS does not ha.ve <br />sufficient replacement sources to cover out of priority depletions from its member wells, Central <br />will allow the State Engineer to curtail well pwnping from WAS member wells to the extent <br />necessary so as not to exceed available replacement sources. <br />Daily accounting of out of priority depletions and replaceme�nt water will be performed by <br />Central and submitted to the Division Engineer montlily. <br />Design of the WAS SWSP including its operation, accounting, reporting and administra�ion, is <br />based on estimated depletions from well pumping to meet crop consumptive use requirem�ts. <br />This procedure is necessary because no pumping data aze currently available for the member <br />wells. Availability of pwnping data would a11ow for more direct deternuriation of depletions and <br />consequently simplify operxtioq accounting, reporting and administration for the WAS SWSP. <br />Central plans to implement a pilot progratn in April 2004 to measure pumping from wells in the <br />WAS. A nwnber of wells listed under the WAS SWSP have previously been metered. Central <br />is currently canvassing members to establish what wells have meters and what data aze available. <br />The results from this pilot pragram and the data collected from previously metered wells will be <br />available by December 31, 2004 to assist with design and phased implementation in 2005 of a <br />program to measure pumping from WAS member wells.
