City of Durango: Animas Basin Residential Buildout and Water Demand Study Fin.1 Report 2006 <br />STUDY AREA <br />The study area is comprised of an upstream component, including the private <br />property within the Animas River and its tributaries <br />upstream of <br />Santa Rita <br />Park in Durango, Colorado and the areas <br />of private <br />See Map 1: <br />property in <br />the Florida Mesa Planning District that <br />is roughly <br />downstream <br />of Santa Rita Park. - The study area <br />includes the <br />central and <br />northern portions of La Plata County <br />and San Juan County in its <br />entirety. <br />UNINCORPORATED LA PLATA COUNTY RESIDENTIAL BUILDOUT STUDY <br />METHODOLOGY AND DATA <br />The methodology to estimate future potential for residential units, or buildout, involves <br />three main objectives: <br />Estimate total potential development rights for residential units. <br />Account for physical constraints such as geologic hazards, steep slopes, and lack of <br />roads and associated land use regulations. <br />Subtract exclusions, such as government property, land inside municipal boundaries or <br />planning areas, land inside of metro or water service districts, and pre -1972 legal <br />lots and parcels that qualify for an exempt well. <br />Estimating Potential Development Rights <br />Future residential development will occur either on existing platted subdivision lots, <br />on lots in future subdivisions, or on existing metes and bounds small parcels. <br />GIS spatial analysis steps used for estimating future potential residential units on <br />existing platted lots <br />1. Using La Plata County GIS Department Subdivision layer, all subdivision lots <br />were isolated. <br />2. La Plata County GIS Department parcel layer was linked to La Plata County <br />Assessor improvements data to identify lots that have residential improvements <br />currently located on them. <br />xn. ■�. 970.3829153 4 <br />
