City of Durango: Animas Basin Residential Buildout and Water Demand Study R-1 Report 2006 <br />APPROACH <br />This report summarizes the methods and results of a GIS -based spatial analysis that <br />estimates future residential development of private property upstream of Santa Rita <br />Park in Durango that could potentially need to obtain water rights to serve dwelling <br />units. To further inform potential uses of Animas River water in Colorado, the <br />analysis also encompasses the Florida Mesa area downstream of Santa Rita Park in <br />Durango. <br />By nature of available GIS data, estimating future residential development, or buildout <br />analysis is relatively coarse scale but can provide valid information and guidance for <br />land use and natural resource planning and analysis. Buildout analyses are <br />particularly useful for estimating future natural resource and infrastructure demands <br />that could result from the range of levels of development of the private property <br />implicated by local land use regulations and known physical constraints. <br />While the results of this study could inform projected demands for transportation, law <br />enforcement, and other services, it specifically measures buildout for the purposes of <br />estimating the range of potential future demand for water rights associated with <br />future residential development. <br />The final step of this analysis involves estimating potential water demand resulting <br />from future residential development in the study area that could require water rights. <br />REPORT STRUCTURE <br />Two counties, La Plata County and San Juan County are included in the study <br />area. Because the data availability, land use policies, and geography vary so greatly <br />between these two counties, each county required a separate buildout analysis.
