recreation facilities. If the City concludes, with regard to tourists and county <br />residents, that the impacts exceed the benefits, there are several possible <br />courses of action: (1) establish a differentiated fee structure for non - resident <br />users for future facilities, (2) encourage the County to contribute to the City <br />recreation program (such as a cooperative approach being used for the new <br />recreation center) and /or (3) explore the possibility of creating a recreation <br />district that would cover the actual area being serviced by the City Parks and <br />Recreation Department. At this time, option 92 is the City's preferred <br />approach to this issue. <br />5. Adopt a level -of- service methodology for parks planning. A level -of- <br />service approach provides a strong, legally defensible basis for dedication <br />requirements and other impact fees. It also brings consistency to the <br />assessment of needs and tracking of accomplishments over a long period of <br />time. <br />
