r <br />3.2.5 Holly Park <br />Holly Park is a 3.7 -acre neighborhood park in the northeastern area of the City. It <br />located on the southwest corner of the intersection of 31" Street and Holly Avenue. <br />Single family residential is to the south of the site and a church to the west. As a <br />neighborhood park, the master plan has been developed with the idea of serving <br />the recreation needs of the residents in the immediate vicinity. The site has no <br />existing vegetation and slopes from southwest to northeast (a drop of 40' across <br />the length of the property). <br />The proposed master plan makes use of the grade change on the site to define key <br />features. A picnic complex with play structures for tots and older children <br />occupies the southwest corner. A deck is proposed along with the picnic shelter <br />overlooking the remainder of the park. An area for grass volleyball is provided <br />near the shelter. There is an area of open turf east of the shelter complex that is set <br />six feet lower. This turf area is large enough for pick -up field sports or a practice <br />area for younger sports teams. A one -way parking lot provides fifteen parking <br />spaces, but it should be noted that this is intended to be a walk -to park facility. A <br />concrete path circles the park providing a trail for walking, biking or in -line <br />skating. The trail would extend to the west making a connection to the Riverview <br />Sports Complex. The park identification sign is on a slope facing the street. <br />3.3 FUTURE NEIGHBORHOOD PARK DEVELOPMENT <br />3.3.1 New Neighborhood Park Locations <br />Criteria for locating new community or district parks is addressed elsewhere in the <br />Parks Master Plan. New neighborhood parks should be created wherever <br />significant new development (e.g. subdivisions of greater than 30 lots) is proposed, <br />and where there is no park in existence within a reasonable (e.g. 'h mile) walking <br />distance of the new development. The Kroeger Ranch, Ewing Mesa, Koshak <br />Mesa, and Grandview are areas where new development is anticipated, and thus <br />where more neighborhood parks will be required, (except where a community park <br />is developed). Mini -parks should also be required in subdivisions of more than 5 <br />lots or more than 10 apartment units. <br />There are several existing developed areas where new neighborhood parks should <br />be pursued, including the Florida Road vicinity east of East Animas Road and in <br />the Lightner Creek /160 West corridor. <br />3.3.2 The Benefit Service District for Impact Fees (Dedication <br />Requirements) <br />The explanations provided and the policies recommended in this section form the <br />basis for the City's rationale for, and linkage between, exactions (mandatory land <br />dedications or the payment of fees in lieu of land dedication) and the facilities <br />provided. <br />In an earlier section of this Parks Master Plan, Level of Service (LOS) standards <br />are established for Durango's parks system.
