Community or Regional Park/sports field complex. The south end of the site, the <br />hillside and the riparian area for the river are left in a native condition and could be <br />used for picnicking or passive recreation. <br />A second concept for the 17 acre site is also included in Section 6.7. This plan <br />shows the vehicular access coming from the north. Such an access would require a <br />permanent easement or right -of -way purchase. The plan is included to illustrate an <br />alternate park concept should the frontage road access prove to be unfeasible. <br />3.2.2 Sky Ridge Park <br />Sky Ridge Park is an eight -acre site on the east side of town on Jenkins Ranch <br />Road. This park will primarily serve the new Sky Ridge neighborhood. <br />Approximately half of the site is a sloping hillside with stands of mature pines and <br />small deciduous trees. The remainder of the site is gently sloping with native <br />grasses. <br />The hillside presents a nice opportunity for passive recreation and picnicking <br />among the large trees, although this is limited by its steepness. The lower half of <br />the site has been planned for a mixture of neighborhood park uses. The northern <br />end has been reserved for either tennis or volleyball, which will be served by a <br />small picnic shelter and ten off - street parking spaces. Immediately to the south of <br />the small shelter there is space for an area of open turf. This turf area would be <br />large enough to serve as a practice field for youth sports and informal field sports. <br />Continuing to the southwest, a picnic complex is proposed with a picnic shelter, <br />play structure and swings. Twenty-five off - street parking spaces are also located <br />in this end of the park. An area has been reserved for a restroom if warranted by <br />use. Soft surface paths are proposed on the hillside to connect the two picnic <br />complexes. The park will also have to provide some level of detention for the <br />subdivision. As these detention plans are finalized, this master plan may need to <br />be updated. <br />3.2.3 Recreation Center <br />The City will construct its new recreation center on a 6.8 -acre site in the north <br />corner of the old fairgrounds site. While the recreation center and associated <br />parking will use the majority of this acreage, there will be portions of the site <br />available for outdoor recreation. The current site plans for the recreation center <br />call for reserving an area for outdoor water play area southwest of the building. <br />Additional outdoor recreation facilities being discussed include a small outdoor <br />amphitheater and a play structure. If these facilities are built, it will allow the <br />recreation center site to function as a mini -park to the surrounding area. <br />3.2.4 County Fairgrounds Fields <br />La Plata County is currently completing a master plan for the fairgrounds site. The <br />property will be converted from an exhibition /race track use to multi -use sports <br />fields. There will be two baseball fields and a large area of open turf for multi -use <br />fields. While these facilities may help meet the current demand for sports fields, <br />there may be conflicts. The County wishes to reserve the right to use the fields for <br />special events. This could conflict with programmed use for sports. A use <br />agreement carefully defining use times will be needed before these fields can be <br />reliably available for City recreation programs. <br />
