Durango Exhibit 10
W. W. Wheeler and Rssocicates, Inc.
Water Resources Engineers
June 6, 2006
Veronica A. Sperling, Esq.
Moses, Wittemyer, Harrison and Woodruff, P.C.
P.O. Box 1440
Boulder, CO 80306 -1440
Re: #1704 — City of Durango Boating Park
Animas -La Plata Project
Dear Ronni:
The purpose of this letter is to present calculations of the Animas River
streamflow claimed by the City of Durango Boating Park that is available for diversion
and bypass flows by the Animas -La Plata Project (ALP). Our calculations were
performed on a daily time step during the 1928 through 2004 study period. These
calculations supplement our February 2006 report, City of Durango Boating Park
Hydrology Study.
As described in our report, the Boating Park Recreational In- Channel Diversion
(RICD) is located upstream of the Durango Pumping Plant. The Durango Pumping Plant
will deliver water from the Animas River to Lake Nighthorse, from which releases will be
made to municipal and industrial users within Colorado and New Mexico.
Boating Park Claims - The available streamflow claimed by the Boating Park
was determined by comparing the daily streamflow with the RICD appropriation amounts
for Structures 5 and 9. The streamflow at the Boating Park location is equal to the
Animas River at Durango gage streamflow plus the contribution from Lightner Creek
flows. The Boating Park claims are summarized below. These claims are limited to the
hours of 8.00 a.m. to 8:00 p.m. each day, except during competitive events when the
RICD hours will be extended from 6:00 a.m. to midnight.
3700 South Inca Street Englewood, Colorado 80110 (303) 761 -4130 FAX (303) 761 -2802
