The SWA recharge projects will probably be needed in the early years. <br />Over time, it may be discovered that using conventional reservoirs, <br />constructing other recharge projects, or leasing recharge credits from <br />recharge plans that have already been decreed and constructed by third <br />parties, either is necessary to achieve the full extent of re- regulation <br />required, or is a more cost effective substitute for all or part of the <br />Tamarac plan. Does it matter to DoW if other alternative are selected to <br />fulfill part of the PRRIP obligations, or if such use of the SWA's is phased <br />out completely over time? <br />f. If the SWAs will be used to meet PRRIP obligations, even temporarily, <br />several additional issues need to be agreed upon, probably in a separate <br />Mok <br />Who should own the pumping and recharge facilities? <br />ii What percentage of construction and O &M costs should be paid by <br />SPWRAP, and should it pay any other costs? <br />iii Are there benefits to DoW from operation of the recharge facilities on <br />these lands? If so, should that affect the cost sharing between the <br />State and SPWRAP? <br />iv What provisions are necessary for the protection of DoW if a decision <br />is made to transition to other means of meeting PRRIP obligations <br />sooner than anticipated? <br />g. Leasing of recharge credits may be more cost effective in the short term. <br />In the long term, there may be economic or other advantages to owning <br />the land and facilities needed. At some point, a decision will have to be <br />made as to which approach, or what combination of approaches, should <br />be pursued. <br />h. Although most aspects of the use of SWAs to meet program requirements <br />should be addressed in the separate agreement devoted to that issue, the <br />overall agreement between the State and SPWRAP should spell out how <br />the larger decisions will be made, who will pay the costs associated with <br />the re- timing of water, and who will hold title or any residual interest in the <br />event the Program is terminated. <br />4. Program Accounting Obligations <br />a.
