i Uncertainty may greatly hamper SPWRAP's ability to develop any <br />specific share of monetary contribution due to the following issues: <br />A Will it really be necessary for water users to join? <br />B What incentive to join before getting snared in the federal permitting <br />web? <br />C Can SPWRAP meet financial obligations the fluctuate dramatically <br />or that must be met on short notice? <br />D How will water users view contributing money to SPWRAP when its <br />obligations are uncertain? <br />ii Water users believe they should have some degree of control / <br />influence over decisions affecting development of Colorado portion of <br />program, particularly if they end up paying all or a majority of it. <br />3. Decisions Affecting Program Implementation <br />a. Decision needed: How will decisions be made regarding which projects <br />should be pursued and which property rights should be obtained to meet <br />requirements for re- regulation of South Platte River flows, who will pay for <br />and hold title to those interests? <br />b. Expected need: <br />i Re- timing 10,000 of /y of river flows for the Existing Depletions Plan by <br />pumping approximately 30,000 of /y into recharge pits. [how much <br />capacity needed how soon ?] <br />ii Re- timing of additional river flows for the Future Depletions Plan <br />(volume not yet known) <br />iii Re- timing of 17,000 of /y river flows for the Water Action Plan [time <br />frame ?] <br />c. During Program negotiations, Colorado's plans for flow re- regulation have <br />focused on recharge projects at the Tamarac and Pony Express State <br />Wildlife Areas. Currently, there are 10 [ ?] wells that pump ground water <br />from near the river to recharge pits further away from the river. The plans <br />described above envision the addition of another 50 wells. The State is <br />adjudicating water rights for these wells. <br />d. These SWA's were purchased by DoW with funds provided by the federal <br />Pittman - Robertson Act. As a result, the lands must be used for wildlife <br />management, and any additional uses must not interfere with such wildlife <br />management uses. The extent to which the pumping needs of the PRRIP <br />will dovetail with DoW's wildlife management needs has been looked at in <br />general terms, but has not been fully evaluated. <br />Unres- Issues 2 -6 -06 <br />
