ZECT'ION 9. x In the event that the existing Contract for Lease of power <br />Privilege made pursuant to the Project Act shall be term-inated,.the <br />operation, maintenance, and the making of replacements , of parts, ,of •the <br />Boulder' Power-Plant by the United States, .directly or through such agent <br />or agents as the' Secretary may designate, is hereby authorized. The •po, <br />duties and rights of 'such agent or agents shall be provided by contract.. <br />4 tE <br />In the event that any agency contract is entered into hereunder with either <br />Y power. <br />of the present lessees of the said /plant, such contract may provide (a) <br />that questions relating to the interpretation or performance thereof may,, <br />to the extent provided therein, be determined by arbitration proceedings;. <br />(b) that it shall'rict be revocable. or terminable except by mutzal consent <br />or in accordance with the terms thereof=.; and (c) that suits for specific <br />performance or injunction,, or such other equitable relief as may be <br />appropriate,, may be ,maintal ned against the Secretary or the United States <br />for the enforcement thereof.. 'The maintenance of such suits is hereby <br />consented. to,, and' jurisdiction to hear Grid determine such ,suits and 'to grant <br />such relief or remedies is hereby conferred upon the appropriate district <br />court of the United States., The Secretary is hereby authorized to act for <br />the United States in such arbitration or court proceedings. <br />SECTION 10. This act shall be effective immediately for the purpose <br />of the promulgation of charges, or the -basis of computation thereof,, and <br />the execution of con - tracts authorized by the terms of this act, but <br />neither such charges, nor the basis of computation thereof,,nor any <br />such contract, shall be effective unless and until this -act shall- be <br />effective for all purposes This :act shall take effect for all purposes <br />when; not bef ores the Secretary shall have found thab provision has <br />been made for the termination of the existing Contract for Lease of <br />Power Privilege and for the operation of the Boulder Power Plant as <br />-8- <br />
