Department of the Interior, and of <br />Agriculture, upon the recommendation of the heads thereof to serve without, <br />additi compensation except necessary per diem and- travel expenses as <br />may be authorized "by'the oa`rd, .Four members of each regional board shall'be <br />residents of" the area served by"such regional board and shall 'be' appointed by <br />the Board to serve without" remuneration. other than actual subsistence and <br />travel expenses as iuthorized.by the•Board as'we'll as'a per diem co mpensation <br />not in' excess of ?30 while actually serving in their'offieial capaoity as <br />members of such regional.board.. <br />i _ <br />-SEC. 6,, The authority of the Board and the regional boards shall <br />not extend to the rr eparation of`detailed estimates for the construction <br />of such projects as are recommended,* The construction and •ope'ration of an <br />such projects authorized by Congress as a result of any such recommendations <br />.shall - be carried on by such agency as the Congress may direct without being <br />supervised or controlled by the Board or the regional board's.
