<br />(b) The three members of the Board designated by the
<br />_Secretaries of War.;, Interior,-,. and Agrioulture,, respectively,, shall have the
<br />same power and authority as.the members of the Board appointed by the President;
<br />except that the former shall give part icular attent ibii to the coordination of
<br />plans between the various departments and establishments of the Federal
<br />Government and to`the integration of the planning activities of the Board as
<br />hereinafter provided, with the conduct of actual construction work by such
<br />agencies of the Federal Government as the Carps of Engii:eers ,,, the 'Bureau of
<br />Reclamation s.nd the Soil: Conservation Service,. A vacancy in the Board shall
<br />be filled in the same manner as the case of an original appointment or
<br />designation, as the cas® may be, Vacancies in'the Board., so long as there
<br />shall be four members in of fioe,, shal not impair the power of the Board to�
<br />execute its functions,, and four of the members in office shall constitute a
<br />quorum for the transaction of the business 'of the Boards,_
<br />SEC.'S;. The Board is authorized (a) to conduct investigations,
<br />examinations; and- studies,,, to analyze, assemble, 000rdin&tion'wA from time to
<br />time review and revise basic information and materials appropriate to--planning
<br />for the conservation and development of the natural resources of the United
<br />States,. -and on thie 'basis thereof to initiate and ,propose, in an advisory
<br />capacity only, such plans and planning policiesl (b) in furtherance of
<br />these ends, to consult with any Federal, State, or local governmental agency,
<br />as well as with any public or private planning or research organization; and
<br />(c) to prepare and submit reports and recommendations upon matters within
<br />its authorized jurisdiction, based upon the findin gs of its' investigations,,
<br />examinations,, and studies, whenever the President -or the Congress may request
<br />such 'a study,, report.,, or recammendation from the Board upon - any such matter,.
<br />SEC. 4a, (a) The Board shall submit to the President, 'not later than
<br />October 15 of 4ach= year; or at such other time as the President may. designate,
<br />,plans for -the development of the natural resouroes_of the United States for the
<br />.p'r'omotion of navigation; the control and prevention °of - _ floods,, -the reclamation
<br />of arid and semiarid laridss and such other plans tor. integrated regional
<br />developments as the Board finds necessary and advisable in the public interest
<br />for the conservation and prudent husbandry,nf the•soi1, mineral, water.,,. and
<br />forest resources of the Nation, including tr* prevention of waste of the Nation'
<br />resources from diouglit, wind, arid, soil erosion, and the control and retardation
<br />'of water runoff and the restoration and improvement of the absorption and
<br />infiltration capacity of the soil. Such plans shall indicate the order of
<br />preference and priority 'of the projects7 activities and regional developments,
