<br />SEC. .3. The Board is authorized and directed (a) to investigate,,,
<br />examine, study, analyze, assemble, and coordinate and at.suitable intervals
<br />to revietlr. and revise basic information and materials appropriate to the
<br />formulation of plans or planning.policies for the conservation, develop-
<br />meat, and utilization of the Nation's resources, anal, on the basis thereof,
<br />to initiate and to propose
<br />,,,in an advisory capacity only, such plans and
<br />Planning policies; (b) to consult with all appropriate departments, bureaus,
<br />agencies, and instrui mentalities of the United States, and Territories and
<br />possessions thereof, grid of any State 'or political' subdivision thereof, as
<br />well as t ^rith,public or private planning, or research organizations; (c) to
<br />advise with such departments, bureaus, agencies, instrumentalities, and
<br />public or :private plarsminb organizations, with respect to the
<br />conservation, develop.rzent,`and utilization of the Nation's resources, and
<br />to obtain from -and furnish to'•' them data and information relating to such
<br />matters; and (d) to prepare 'and submit studies, reports, and recommendations
<br />upon matters within it's jurisdiction, upon its own initiative or whenever
<br />the President or the Congress may request such a study, report, or re=
<br />cozr,Tnendati on.

<br />SEC- 4- (a) The Board shall. submit to the.President, not later than
<br />October 15 of each year , or at such other time as the President may desig-
<br />naae, programs for 'the,, development and utilization of `he
<br />resources of the United. States, for the promotion of navigation, the
<br />control -of floods, the "reclamation of avid and .se?:ri a.T id lands, and such -
<br />other plans as- Board fiads necessary and advi.�able in the .public
<br />interest for the effici9ent utilization ,and ,prudent husbandry of the
<br />soil, mineral, water,0and'for,est resources of the Nation, including the
<br />prevention of waste of -such resources from drought, y.rind, and soil
<br />erosion, and the control and retardation of water run -off and the restora-
<br />tion and improvement of the absorption and infiltration capacity of the
<br />soil Such programs. shall indicate a'desirable order of construction of
<br />such pro Jects
<br />(b) The President shall annually transmit to the Congress the pro-
<br />grams authorized to be presented by subsection (a) hereof with his
<br />recommendations as to their necessity -or desirability, and with'such other
<br />comments and: suggestions as may appear to -him to be appropriate,
<br />SEC- 5. The construction and operation of any project authorized by
<br />the Congress as a result of any recommendation made by the Board shall
<br />be carried on-by such agency as the Congress may direct, and the authority
<br />of the Board shall not extend to such construction or operation., The
<br />authority ^onferred by this title shall not be construed�to deprive any
<br />State of control - over the land and water resources within its borders, nor
<br />shall the jurisdiction of the. Board extend to -consideration of, or recommend-
<br />atiohs rela.t'ing to, plans or .projects to be undertaken by the States in
<br />accordance with the provisions of the Federal Aid Act, approved July 11,
<br />1916 (39 Stat- 355), ,-as amended and supplemented.
<br />SEC. 6. The Board is authorized to appoint-an executive secre +airy,
<br />to fix Tiis compensation, -and to, prescribe his duties and responsibilities,
<br />without rega.rd the provisions of other laws applicable to the'employ-
<br />ment.and compensation of officers of the United States. The executive
