HAYDEN to the bill (S. 1265)_ to establish <br />a Department of" Public Works, to amend certain sections of the <br />Social Security Act, and for other purposes, viz: At the end•of <br />the-bill add a new title as follows: <br />TITLE III--- NATIONAL.RESOURCES BOAR <br />SEC`- 1. It is =hereby declared to be the policy of the Congress to <br />-develop, integrate, and coordinate plans and activities for-or incidental <br />to-the promotion of 'navigation, in order to aid and .protect commerce <br />among the several States, strengthen the national defense, and promote <br />the formulation of comprehensive plans to control and� navigable <br />and nonnavigable waters, to control floods, to reclaim arid and semiarid <br />lands,'and to conserve, develo,p,and utilize the water, soil,. forest and: <br />other resources •of the United States. „ <br />SEC..,2.,There is. hereby establishedtatNational Resources Board <br />(hereinafter referred to as the Board), which shall be composed of the <br />`Secretaries of the Treasury, 'Tar, ,Interior;, Agriculture, ,Commerce, Labor, <br />and Public Works, and three other members to be appointed by the President <br />from widely separated sections of the United- States, by and with the advice <br />and consent of the Senate. One of the members of the Board shall be <br />designated by the President as C'hairman,'and one of such members shall be <br />desi'dnated• by the President as Vice Chairman!' ,,,The 'appointive members of <br />the 'Board shall be compensated at the rate'of'$50 per day for time spent <br />in-at , tending and traveling to and from Board meetings, or in otherwise <br />exercising the functions of the Board,..plus the actual cost of such travel:, <br />PROVIDED, That in no case shall such a member be'entitled to receive <br />compensation for more than thirty dayst services,in any two consecutive <br />months.: ., <br />} <br />t <br />y{ Y <br />1 .r ` <br />
