• � <br />requirements, local experience, available data, simplicity of input, and required accuracy. <br />Routing techniques to be used for different drainage conveyance facilities will also be <br />addressed. <br />10. Riverine Hydraulics - Open Channels � <br />This section will address the technical criteria for the hydraulic evaluation and hydraulic <br />design of both natural and artificial channels. Definitions for different types of channels, <br />flow computations, and design standards for major and minor drainageways will be covered <br />in this section of the Manual. <br />11. Bridge and Culverts <br />This section will establish the allowable culvert types; and how to evaluate culverts for inlet <br />and outlet control conditions, velocity and headwater conditions, and basic structural <br />requirements. Applicable criteria for bridges will also be developed. <br />12. Dams and Reservoirs <br />This section will cover in general terms topics such as the State Engineer's office <br />requirements for analysis and design of dams and reservoirs, listing by the U.S. Army Corps <br />of Engineers of dams in Colorado, State Engineers policy for detention dams as mandated <br />by Colorado statutes, CWCB detention structures, and soil conservation services livestock <br />dams and reservoirs. The discussion of dams and reservoirs used for irrigation purposes will <br />be limited to their potential for flood storage in the event any storage capacity is reallocated <br />to flood purposes. <br />13. Levees and Other Flood Control Works <br />T'he user will be directed to FEMA and USACOE levee analysis and design procedures with <br />direction as to how these procedures may apply to levees in Colorado. The practical <br />application of these procedures will be discussed in this Manual. <br />14. Floodplain Delineation <br />This chapter will describe acceptable methods and techniques for delineating regulatory <br />floodplains (100-year) and other frequencies for use in floodplain studies compatible with <br />FEMA FIS publications. BFE's, flood profiles, and other related delineation topics will be <br />discussed. The CWCB's current rules and regs will be used as a basis for this chapter with <br />updates and modernizing as appropriate. <br />15. Floodplain Management and Administration <br />Issues such as floodplain management goals, level of protection, regulatory floodways, <br />sources of base flood information, developing in floodplains and permit requirements, <br />floodplain delineation, standards for floodplain reports, floodplain modification, <br />floodproofing, FEMA designated floodplains, FEMA map revisions, ...etc. will be addressed <br />in this section of the ManuaL <br />26. Standards for floodplain/drainage reports <br />Consultant shall develop guidelines and specific information regarding floodplain/drainage <br />reports that will be submitted to local, state, and federal review agencies. <br />28. Detention Storage and Policy <br />Criteria for evaluation, design, and construction for the allowable detention types will be <br />addressed in this section. The information already developed by CWCB on detention will <br />be provided to the Consultant as the basis for updating and modernizing the policy as needed. <br />
