� <br />U <br />� <br />A summary description of the contents of each section of the manual that the Consultant is <br />responsible for is as follows: <br />1. Executive Summary <br />The Executive Summary will consist of a brief (2 or 3 page) synopsis of the contents of the <br />manual, highlighting key issues, policies, and describing the development of the manual. <br />2. Table of Contents <br />The Table of Contents will include the section numbers and a brief title for each section, i.e. <br />SECTION 600 - RIVERINE HYDRAULICS. Consultant will utilize the point system to <br />identify all sections and subsections included in the manual. i.e. 600, 600.1, 600.11, ...etc, <br />or other system if desired by CWCB. <br />4. CWCB Rules and Regulations <br />Applicable CWCB Rules and Regulations related to designation and approval of floodplains <br />and of storm or floodwater runoff channels in Colorado will be cited in this section of the <br />5. <br />6. <br />Manual. Appropriate and applicable definitions, standards, criteria's and methodologies <br />used to deal with flooding issues will be included in this chapter of the Manual. The <br />Consultant may develop and recommend revisions or additions to update these rules and <br />regulations as deemed appropriate by the Steering Committee and CWCB staff. <br />Colorado Drainage Law <br />This section will summarize current Colorado drainage law along with citings of relevant <br />court cases that pertain to floodplain, stormw�ter drainage, and flood related decisions that <br />have shaped drainage law in Colorado. <br />Colorado Flood History (by CWCB) <br />The Consultant will present details related to past flooding events in Colorado. Information <br />from the Colorado Historical Society, newspaper accounts of the flooding events, and other <br />publications will be compiled and properly referenced in the Manual. This information will <br />also include historical photographs depicting flooding events and their dates from different <br />regions of the state. Basic information for this section will be provided by CWCB from its <br />library and archives. <br />7. Topographic Mapping and Field Surveys <br />Any topographic mapping (scale and contour interval) and field survey (spot elevations, <br />boundaries, vegetation, landmarks, ...etc.) requirements will be included in this section of the <br />Manual. Perhaps, an inventory criteria for drainageway assessment could be established to <br />cover topics such as channel profile, visibility of creek from adjacent areas, vegetation, land <br />use, and special environments. <br />9. Flood Hydrology (Rainfall and Runof� <br />This section will present the various design storms (i.e. rainfall distribution, durations, <br />intensities, etc.) for use with the appropriate hydrological model. The rainfall data published <br />by the National Oceanic and Atmospheric Administration (NOAA) will be used to develop <br />the rainfall values for this study. It is possible for Colorado that the area may have to be <br />divided into different rainfall zones to reflect the variations in precipitation data. The <br />selected design rainfall values will be used to develop appropriate duration design rainfall <br />distributions as well as time-intensity-frequency curves for the different rainfall zones. This <br />section of the Manual is often revised by local entities to more properly reflect the local <br />precipitation conditions. The runoff models used for analysis and design will be defined in <br />this section. The selection of the model would be based in part on the local area <br />
