and is not intended to abrogate any of their <br />• statutory responsibilities. <br />Summary of the Recovery Implementati Program <br />The Recovery Implementation Program is intended to provide <br />the framework upon which recovery of the four named species in <br />the Upper Colorado River Basin is to be based and the concrete <br />steps that are to be implemented as part of a comprehensive <br />program for all four species. The program is expressly limited <br />to the Upper Colorado River basin above Glen Canyon Dam, <br />excluding the San Juan River. <br />The program has five principle elements, or tasks, as <br />follows: <br />(1) Acquisition and establishment of instream flows, <br />(2) Habitat development and maintenance, <br />(3) Stocking of the subject fish species, <br />(4) Management of non - native fish species to avoid <br />negative impacts on the endangered fish species, and <br />(5) Research, data management and monitoring. <br />• Each of these elements, and the institutional arrangements for <br />carrying out the program, are briefly discussed in the attached <br />excerpt from the introductory chapter of the September, 1987, <br />recovery implementation program report. <br />-4- <br />
