Town of Breckenridge - Current News and Information <br />manipulation of rocks leading to a bit more variety in the features. He feels that if this were done that <br />the park could host a competition event. He thought that it would be useful to do a tour of successful <br />parks such as Golden and Salida. He thinks that by moving some rocks, removing others, and <br />funneling water in different directions, we could make the season longer. As it now stands, the season <br />will end in about two weeks for the more advanced boaters. Beginners will continue to use it for <br />practice throughout the rest of the summer. He also stated that the water before the bridge culverts <br />was so slow that there was no hazard from the culverts. <br />Chad feels strongly that the Town ought to consider tweaking Phase I while constructing Phase II at <br />same time. <br />Jim Levi, instructor for Summit Kayak, noted that the main goal should be rodeo use, with some <br />beginners using it. He suggested that we incorporate a deep dynamic hole in Phase II for rodeos. <br />Rick moved for BOSAC to recommend to Council to implement the second phase and tweak the first <br />phase this year to save funds based on the bid received. He included a recommendation to use general <br />funds with an Open Space contribution of $50K to $100K. The motion carried 6 -1. <br />TRAILS POSITION: Jeff presented the idea of a full -time trails position that would take over all <br />trails duties, including planning, contracting, leasing, maintenance, construction and database <br />management for both summer and winter trails. The position would also allow the Town to partner <br />with the County on trails, especially in the Golden Horseshoe; and would free up the Open Space <br />Planner to deal with the rapidly expanding Open Space Program, BOSAC was supportive of the <br />position and using 75% open space funds; but was evenly split between a 3 /4 position or a full -time <br />position. BOSAC voted unanimously to recommend to Council a trails position of either' /4 or full - <br />time. <br />WEST MOONSTONE TRAIL: A site visit was conducted to the trail; and Jack presented a relocation <br />plan for the trail. <br />BOSAC voted to proceed with the relocation of the existing trail, but for staff to perform more <br />research regarding creating a second trail or loop. <br />Next Meeting The next regular BOSAC meeting will be August 13th. The main item to be discussed <br />will be the Nordic Master Plan. <br />Reports from Council and Other Agencies: There were none. <br />Commissioner Issues There were none. <br />Executive Session:.
