Town of Vail - Town Council - Town Council Highlights - Archive - March 1, 2000 Page 2 of 4 <br />instream structures, bank improvements, as well as a tiered amphitheat <br />for spectators, is between $186,000 and $285,000, depending upon the <br />cost of importing 2,000 tons of boulders to the site. The outdoor kayak <br />attraction could be built within a two -week period either in late spring or <br />mid fall, according to the project's consultant. Councilmembers authoriz <br />staff to continue to pursue the project, including permit applications, <br />selection of a contractor and associated costs as well as water rights <br />adjustments. Councilmembers also suggested contacting area contracto <br />to solicit donations of unwanted boulders to reduce costs. For more <br />information on the proposed whitewater park, contact Joel Health at the <br />Vail Valley Tourism and Convention Bureau at 479 -1014, ext. 12. In <br />addition, the Council reviewed cost estimates for a full -size basketball <br />court to replace the tennis courts at Booth Creek Park. Those estimates <br />ranged from $118,000 for 1 full -size court to $213,000 for 2 full -size <br />courts. Councilmembers suggested consulting with the neighborhood as <br />next step, as well as monitoring the status of a proposed basketball cour <br />as a component of the community facilities plan for the lower bench of <br />Donovan Park. At the suggestion of Kevin Foley, councilmembers have <br />asked that a full -size basketball court be located within Vail's town limits. <br />Councilman Rod Slifer suggested placing backboards at the Lionshead <br />and Vail Village parking structures during the summer as an alternative. <br />The third unfunded proposal presented yesterday was a community <br />garden concept, suggested by Councilman Chuck Ogilby, to be located <br />west of Stephen's Park in the Intermountain neighborhood. Estimated <br />costs are $12,000 for creation of garden beds, a water source and other <br />improvements. The Colorado State University Cooperative Extension <br />Office has agreed to help run the program, if initiated. Councilmembers <br />suggested meeting with neighborhood representatives as a next step. <br />Also during the RETT discussion, Councilman Greg Moffet suggested th <br />U.S. Forest Service assist with the North Trail and Booth Creek trailhea <br />parking lot projects. He also suggested financing the proposed $10 milli <br />Donovan Park community facilities project with a downpayment <br />representing 65 percent of the project in cash (as opposed to paying cas <br />for 100 percent of the project). Councilmember Sybill Navas questioned <br />why the town wasn't pursuing a streamwalk connection between Vail <br />Village and Lionshead when a previous Town of Vail community survey <br />showed overwhelming support for such a project; Councilman Kevin Fol <br />suggested the Lionshead tot lot be re- established as well as drainage <br />work on the recreation path behind the library; Councilman Rod Slifer <br />suggested increasing the tree planting and pine beetle control budget fo <br />2000; while Councilmember Diana Donovan continued to express <br />concerns about a $9 million expense projected for 2001 in RETT funds f <br />the Donovan Park community facilities project, saying the proposed use <br />are inappropriate for a RETT- purchased parcel and will be challenged in <br />court. <br />Note: Due to time constraints, the critical strategies discussion will <br />continue at the March 7 work session beginning with a review of the five <br />year capital projects plan, plus a discussion on economic viability. <br />W <br />http: / /www.ci.vail.co.us /town council /highlights /archive /2000/000229.htm 01/30/2002 <br />
