The rezoning action and a companion Land Use <br />Designation resolution serves to establish that employee housing is an <br />acceptable use for the site. The action does not establish density nor <br />approve a development plan. The development application is being <br />prepared on behalf of the Vail Local Housing Authority and will be <br />submitted to the Planning and Environmental Commission for preliminar <br />review later this month. In voting against the rezoning, Diana Donovan <br />expressed procedural concerns as well as lack of information and lack o <br />public awareness about the proposed housing development. In voting to <br />support the action, Chuck Ogilby, who serves on the Housing Authority, <br />called the rezoning approval as well as Council's action to preserve the <br />Timber Ridge units "an enormous step forward for housing" in this town. <br />Rod Slifer expressed caution about the project's potential density and <br />suggested a Council discussion with the development team before the <br />design process gets too far ahead. During the public comment period, Ji <br />Lamont of the Vail Village Homeowners Association advocated use of a <br />Special Development District process to address design standards, <br />environmental sensitivities and to establish public benefits. He said a <br />development review under the proposed Housing Zone District would be <br />inadequate for the site. Also, resident Flo Steinberg expressed concerns <br />about the potential for increased pedestrian traffic from the site. She sai <br />the pedestrians would impede the flow of traffic at the Main Vail <br />roundabout. For more information, contact Allison Ochs in the Communi <br />Development Department at 479 -2369. <br />A <br />W <br />- -Land Use Designation, re: Mountain Bell Site <br />In a companion resolution, the Council voted 6 -1 (Donovan against) to <br />approve the land use designation for the proposed housing portion of th <br />Mountain Bell site from Open Space to High Density Residential. The la <br />use for other portions of the site would retain their previous designations <br />as follows: 1.1 acres which houses the Qwest (Mountain Bell) tower, <br />Public /Semi - Public; and 17.2 acres, which is located generally to the we <br />of Middle Creek and north of the proposed housing site, Open Space. In <br />voting to approve the resolution, Councilman Kevin Foley thanked the <br />Housing Authority for the work it has done to date.
