Nor is it <br />intended to affect the fights and responsibilities of the Partnership or its participating entities to <br />comment on, support, or oppose the Yampa Plan. <br />This Agreement also is not intended to limit the ability of the Service or its contractors or <br />cooperators from soliciting input for project activities or to meet the requirements of IVEPA.
