Design River Condition Monitoring Program <br />Develop a set of scientific parameters to define a program for monitoring ongoing river <br />condition and for monitoring the functionin� of river condition enhancement features and <br />activities described in Section IV. B. when they are implemented. Provide threshold <br />standards for each of these parameters to deternzine when a river reach is in excellent, <br />acceptable, poor or very poor condition or when the fiinctionin` of a river condition <br />enhancement feature or activity is excellent, acceptable, poor or very poor. <br />Describe the equipment, methodolo�ies, e�cpertise, timeframe and prerequisites to � <br />installation and maintenance of a proeram for monitoring river condition or monitorin� <br />the functioning of river condition enhancement features or activities. Provide cost <br />estimates for equipment purchase, staff time, maintenance needs and other pro�ranz <br />elements. <br />D. Prioritize Locations for Enhancement and Monitoring <br />Determine highest priority locations for river condition enhancement activities based on <br />need, likelihood of success, access, cost, maintenance needs and other appropr�ate factors. <br />Determine most appropriate locations for ongoing river condition monitoring activities, <br />including monitoring of enhancement projects, based on access, physical factors, cost <br />factors and streambed characteristics. Show locations for enhancement and for <br />monitoring on project GIS maps, as described in Section II. A, and describe these <br />locations. Discuss methodoloaies for moriitorin� enhancement measures and how to <br />evaluate long term success. Specifically discuss ho�v to monitor the function of <br />enhancement measures and the river channel they protect during low flo�vs, avera�e <br />flows, 100-year flows and 500-year flows. <br />E. Land Use Policies <br />Review existin� governmental land use policies that may influence the river functions as <br />listed in Section I and recommend, if necessary, modifications to such policies to achieve <br />the purpose of this project. Identify specific locations where e;cisting land use policies <br />have a particularly si�nificant effect on river functions, either positively or negatively. <br />Recommend specific locations where particular modifications to eYistina land use <br />policies may have especially significant benefits to river functions. Display information <br />about land use policies and specific location influenced by those policies on project GIS <br />maps, as described in Section II. A. The contractor shall provide di?ital files and CD- <br />RONIs of the GIS to the client, the San Luis Valley GIS and GPS Authority, and the <br />Colorado Water Conservation Board. <br />7 <br />
