• � • �'� <br />� LS <br />� <br />COLORADO WATER CONSERVATION BOARD <br />CONTRACT FOR CONDUCTING WATER RESOURCE <br />INVESTIGATIONS <br />IN THE LOWER SOUTH PLATTE RIVER <br />SCOPE OF SERVICES <br />This scope of services is included as Exhibit A with the contract between the <br />South Platte Lower River Group, Inc. and the Colorado Water Conservation <br />Board (CWCB) to conduct water supply investigations in the lower South Platte <br />River basin in Colorado. Exhibit B included with the contract is the Articles of <br />Incorporation and Bylaws for the South Platte Lower River Group, Inc., a <br />nonprofit corporation. As specified in the contract, this investigation will be for <br />two years. <br />The purpose of these investigations is to study, demonstrate, and develop the <br />opportunities, locations, methods, criteria, and other pertinent facts for capturing <br />and retiming flows and assessinq surtace and qroundwater development in the <br />lower South Platte River basin in Colorado that are available to Colorado water <br />users under the provisions of the South Platte River Compact in accordance with <br />Section 3 of Senate Bill 96-074. Opportunities developed pursuant to this <br />process are needed to protect and enhance current uses, to meet new needs <br />including additional water supplies and improved streamflows and water related <br />habitat for wildlife, and to <br />—This effort will result in a process or framework where feasibility studies will be <br />accomplished and funding sources identified so that long-term opportunities can <br />be realized. <br />The investigations will include five tasks which are: (1) hydrologic analysis and <br />database development, (2) meetings and field trips for identifying projects and <br />providing technical assistance, (3) demonstration projects, (4) facilitate long- <br />term agceements and funding, and (5) preparation of reports. These tasks are <br />interwoven and will occur simultaneously. Each task is described further below. <br />The management of these tasks will be accomplished through the South Platte <br />Lower River Group, Inc. in conjunction with CWCB staff. The framework for <br />these investigations is based upon maintaining flexibility in the management of <br />funds and building consensus through mutual education. Staff time of <br />participants in the South Platte Lower River Group, Inc. will be the primary <br />source of services to accomplish the tasks. Approximate allocation of CWCB <br />funding is 5 to 10% for each of Tasks 1, 2, 4, and 5 for a total of 20 to 40% with <br />_�– <br />
