reality. For instance, likelihoods of cost overruns, probabilitics of a <br />given life expectancy being achieved, and projections of use of the land <br />in the future will be deterxnined. The resulting benefit-cost ratio will be <br />more realistic and can be viewed as a distribution with probabilities <br />associated with it - rather than a�xed number. Additionally, <br />information will be obtained from the Sbuth Columbia Basin Irrigation <br />District on their 15 year-old maintenance program. <br />2. Conceptualize annual O& M costs of a fully rehabilitated drainage network using three <br />scenarios: <br />a. Maintaining individual drainage district operations <br />b. Through a consolidated drainage district authority <br />c. Conducting all drainage O& M through private contactors <br />3. Submit final report. <br />4. Submit supplemental report on beta site(s) at the end of year 3. <br />€ DELIVEF�LES � <br />The final report of the drainage system study will include the following: <br />1. A brief historical review of the drainage systems in the Lower Arkansas Valley and <br />how they arrived at their current condition, including information on the annual <br />assessments and expenditures for the 25 drainage districts over the past ten years. <br />This will guide policy for the rehabilitation of the lower valley's drainage system, <br />including an assessment and acceptance of the need for a future Lower Arkansas <br />Valley Drainage Authority. <br />2. A complete inventory and assessment of the existing drainage system (i.e., the <br />approximately 84 miles of subsurface drains and 107 miles of surface wasteways). <br />This will include GPS/GIS maps of the drainage system, with descriptive information <br />and numerical coding of all known features of the drainage system. <br />Discussion of the results of cleaning of one section of the drainage system (i.e., the <br />beta system) using state-of-the-art technology, to obtain cost figures on potential <br />rehabilitation. <br />Economic cost/bene�t analysis of three rehabilitation scenarios; cleaning and modest <br />improvements, major rehabilitation of the existing system, and design and <br />construction of a new and redesigned drainage system. <br />
