Who is Doing What? <br />Governance Committee <br />The Governance Committee, whose members are <br />listed below, will oversee implementation of the <br />Cooperative Agreement and guide development <br />and implementation of the final Program. The <br />Governance Committee has three subcommittees <br />with diverse representation from the states, local <br />landowners, water users, environmental organiza- <br />tions, and federal agencies: <br />Technical Committee. —The Technical Commit- <br />tee, chaired by Jay Maher of the Central Nebraska <br />Public Power and Irrigation District, is developing <br />the framework for habitat and species monitoring and <br />research as well as a peer review process for scien- <br />tific studies. <br />Water Management Committee. —The Water <br />Management Committee, chaired by John Lawson of <br />the Bureau of Reclamation, is conducting a basinwide <br />study of potential water conservation and supply <br />projects. The Committee is also coordinating each <br />state's development of a means to track new water <br />depletions or accretions to ensure mitigation of <br />impacts from new water diversions and proper <br />crediting for water conservation. <br />Land Committee. —The Land Committee, <br />cochaired by Jim Lundgren of Nebraska Water <br />Users, Incorporated and Dr. Joe Jeffrey (both local <br />landowners), is developing guidelines for land habitat <br />management, leasing, and acquisition. The committee <br />will work closely with local communities and land- <br />owners to determine the most appropriate ways to <br />cooperatively achieve the habitat goals. <br />Environmental Impact Statement (EIS) Team <br />The Department of the Interior has established an <br />EIS Team to evaluate the proposed Program and a <br />range of alternatives as required by NEPA. <br />6 <br />Committees and Coordinators <br />Position <br />Representative <br />Organization <br />Phone <br />Fax <br />Water Committee <br />John H.
