Alternative Programs Will Be <br />Considered <br />Prior to final adoption of a Program for implementa- <br />tion, an evaluation of the proposed Program will be <br />conducted as required by the National Environmental <br />Policy Act. NEPA requires: <br />1. Full evaluation and reporting of the environ- <br />mental impacts of proposed federal actions. <br />2. Opportunities for states, local agencies, and <br />the public to participate in the process. <br />I That reasonable alternatives to the proposed <br />Program be explored and evaluated so that the <br />decisionmaker can make a fully informed <br />decision about the alternative adopted. <br />The Bureau of Reclamation and the U.S. Fish and <br />Wildlife Service will colead the NEPA evaluation in <br />close coordination with the Governance Committee. <br />The initial, or scoping, phase of the NEPA study will <br />seek public input regarding possible alternatives to the <br />proposed Program and the types of impacts that <br />should be evaluated. <br />Braided section of the Central Platte. <br />4 <br />5 <br />
