Department of Natural Resources <br />WAIVER OF PERSONAL SERVICES REVIEW <br />from the <br />Executive Director's OfFice, Human Resources Office <br />January 1, 2006 <br />SERVICES REQUIR/NG REVIEW <br />The following purchased services, as well as all solicitations conducted by the <br />Department of Natural Resources must be forwarded for review to the Executive <br />Director's Office, Human Resources Office (DNR HRO) with a Personal Services <br />Certification form for review and approval. <br />■ Purchased services which impact the state personnel system and meet the <br />relevant cost savings tests pursuant to C.R.S. 24-50-503. NOTE: In addition <br />to the Personal Services Certification form, these contracts must also be <br />accompanied by the Cost Analysis form. <br />■ Purchased services performed as part of an existing state program which <br />have never performed by state employees. <br />■ Purchased services performed as part of an existing state program but are <br />different in scope or policy from the programs carried out by state employees. <br />■ Purchase of Printing/Artwork/Graphic Design/Copying/Microfilm/ <br />Imaging & Mail Services: The Division of Central Services within the DPA <br />shall be requested to perform these types of services within the four-county <br />metro area (Adams, Arapahoe, Denver, and Jefferson), unless these services <br />are contracted for under the Central Services Agreement with Department of <br />Natura/ Resources Printing Procedures, July 28, 1999. <br />■ Purchase of Telecommunications Services: These services are not <br />available within the state system and are acquired from outside vendors; <br />however, these services must have the approval from the <br />Telecommunications Division within DPA. <br />■ Purchase of Training and Facilitation Services: The Professional <br />Development Center within DHR must provide pre-approval or written <br />authorization for requests for outside training and facilitation related services <br />for state employees. (see approval checklist) <br />■ Amendments to existing contracts or purchase orders that change the scope <br />of work or increase the dollar amount, except as indicated for Category A-4. <br />
