� <br />Planning Considerations - Non-Technical <br />� <br />RRWCD Compact Compliance Pipeline <br />Scope of Work <br />August 30, 2007 <br />There will be a number of important non-technical issues that should be considered during the <br />study as alternatives are considered. These aze likely to include: <br />Social and loeal political issues may become significant relative to selection of the wells <br />to be retired and the alignment of the collection and conveyance pipelines. Also, a <br />decision will need to be made within �the RRWCD Water Activity Enterprise about <br />whether any increase in water user fees will be applied District-wide or only in those <br />loearions where pumping clearly impacts surface flows. <br />Land use and ownership issues could become critical if there are conflicts caused by <br />construction or operation of the project facilities. <br />Financing will of course be critical to project success. Federal funds are being sought <br />for the project. State funding wouId be available through the CWCB loan program and <br />possibly the Water Supply Reserve Account (SB 06 -179). Local funding would seem <br />likely from water user fees levied by the District. <br />Evaluation of these issues and their impiications in overall project financing will be part of the <br />initial project evaIuations in the proposed study. However, full development and evaluation of <br />these issues will occur during further phases of implementation. <br />Work Plan <br />The RFP identified the following major activities for which consulting engineering support is <br />required: <br />l. Provide a summary of activities, cost estimates, and time requirements to produce a <br />feasibility study for the Pipeline. <br />2. Provide an initial engineering feasibility study to investigate the cost, yield, and extent of <br />a potential pipeline project. <br />3. 1mplement the pipeline project if deemed feasible, approved, and adequate funding is <br />secured. <br />The Work Plan, described below, specifically addresses Item 1 above. The Item 2 Feasibility <br />Study will be produced as the Work Plan is executed and completed. Requirements for Item 3, <br />such as permitting, project design, contractor selection, etc., will be identified in the Feasibility <br />Study, which will include a proposed implementation plan. <br />Coordination — The:principal goal of the feasibility study will be to develop a firm foundation on <br />which to make decisions concerning the development and implementation of the Pipeline. <br />Coordination efforts will include: <br />GEI will work in conjunction with Slattery Aqua Engineering LLC (Slattery), to conduct <br />the feasibility study. <br />GEI wiiI be primazily responsible for the estimated size and length of the pipeline, the <br />operational schedule, and the associated cost esrimates. <br />Slattery will be primarily responsible for assessing the number of irrigation wells to be <br />included in the project and for estimating the net benefits of the project on Compact <br />compliance. <br />�' <br />C,] E( .. .
