Re- commend control of Bijou and Kiowa Creeks and upstream flood control and storage facilities. Final basin surveys should be completed before decisions are made. Create hardship on farmers served by this ditch in find= ing comparable farms. Withhold approval until agree- ments are made on the follow- ing: rights for refilling, court order approving change in point of diversion of Ft. Morgan Canal, more definite solution of the Weldon Val- ley Ditch water, and water rights for new lands be junior to present reservoir decrees. Approve building of a channel reservoir and location of proposed damsite and proposed control of Bijou Creek. Reaffirmed opposition as ex. Brush, pressed in Resolution of June b, 1949. 1st National Bank of Ft. Morgan Loss of rich farm land, Other sites more feasible, Favor small dams on headwaters of tributaries. Cost of dam would exceed economical bene- fits.. Loss of Weldona busi- ness and tax revenue would be irreplacable.
